Help with possible palate/speech issue

My dd has had real trouble learning to talk, her speech is hypernasal despite lots of extra help, she just doesn't seem to be able to make certain sounds i.e. doctor is goctor, zip is fwip, shop is fwrop. She is 4 and has had glue ear for years and has only just been listed to have grommets put in even though four hearing tests showed fluid each time and flat graph they said her hearing was impaired.
Anyway she has a strange shaped uvula and her soft palate doesn't lift up properly when she talks, yawns etc. I've took a pic of her mouth, not sure if you can see what I mean.

Doctor has completely refused to even look in her mouth. They said glue ear not an issue because it doesn't affect speech then now they've listed her for grommets have said glue ear is the cause of her poor speech.
Any help/insight grateful received.
